MJL Awarded Contract for the Supervision of a Major Public Investment in Warsaw

MJL is commencing comprehensive investment supervision and acting as Investment Delivery Coordinator for the construction of the new headquarters of the Court of Appeal in Warsaw and a building for the regional organisational units of the Mazowieckie Voivodeship.

Located at 9 Świętojerska Street in Warsaw, the project is one of the significant public investments being developed in the city centre. The new complex will be situated in the immediate vicinity of the Supreme Court and the current headquarters of the Court of Appeal, complementing and enhancing the urban setting around Krasiński Square.

Two Buildings, One Integrated Space

The project comprises two six-storey buildings, with a publicly accessible square featuring greenery and small-scale urban architecture planned between them. The new space will not only serve the functions of public institutions but will also provide a welcoming and accessible area for the residents of Warsaw.

The architectural design was developed by Projekt Praga. The general contractor is a consortium comprising Balzola Polska Sp. z o.o., Lantania S.A.U. and PAN Mediterranean Engineering Company LTD, with the value of the construction works amounting to nearly PLN 240 million.

Comprehensive Support Throughout the Project

As part of its scope of services, MJL is responsible for comprehensive investment supervision and coordination of the project delivery process.

Our responsibilities include:

  • multidisciplinary investment supervision,
  • coordination of construction works,
  • cost and schedule control,
  • health and safety supervision,
  • BIM coordination,
  • supervision of archaeological works,
  • risk analysis and ongoing reporting,
  • monitoring the quality of works,
  • ensuring compliance with the design documentation, applicable regulations and the Investor’s requirements,
  • document flow management,
  • analysis of design documentation.

This comprehensive scope enables continuous monitoring of all key aspects of the investment process — from quality, schedule and costs to safety, documentation management and coordination among the various project stakeholders.

Modern and Sustainable Solutions

The complex has been designed to meet high standards of functionality, safety and sustainable construction. The buildings will incorporate solutions including a Building Management System (BMS), green roofs, photovoltaic installations and geothermal energy systems.

Ensuring full accessibility for people with disabilities is also an important element of the project.

The Court of Appeal building will be divided into zones with different levels of security. It will include, among other facilities, courtrooms, a confidential registry, specialised secure rooms and one of the largest courtrooms in Poland designed for closed-door proceedings.

Archaeological Works Ahead of Main Construction

Preparatory and archaeological works are currently underway at the project site ahead of the commencement of the main construction works.

Given the project’s location in the historic part of Warsaw, the proper coordination of archaeological activities and their integration with the overall project schedule are important elements of the investment process, for which MJL is also responsible within its scope of services.
